Description

Steps:
1. Create plan.
2. Enter discount as 100%.
3. Save the plan.

Actual:
System accepts 100% discount without any warning.

Expected:
Validation should restrict discount percentage based on business rules.

Impact:
Plan may become free unintentionally.
