Description
🔹 Issue Summary:
When a job is already completed by field staff and moved to "Under Review", clicking on the status again prompts "Complete the Job".
🔹 Steps to Reproduce:
1. Create job and assign to Field Staff
2. Field Staff marks job as Completed
3. Job status changes to Under Review
4. Click on Under Review status
🔹 Expected Result:
System should not ask to complete the job again.
🔹 Actual Result:
Popup appears asking "Complete the Job".
🔹 Impact:
Confusing and incorrect workflow.
