Create API to fetch expenses list with sorting and filter options.

Acceptance Criteria
AC1: API returns: id, expenseType, amount, date, createdOn/By
AC2: List should be sorted latest → oldest (createdOn).
AC3: Support filters: Today, Month (mm/dd/yyyy)
AC4: Return total amount for applied filters.
