Ported the project flow, following Regal's exact process. The stage order is inspection → COI → PCA Phase 2 → Payment 3 → PTO → Payment 4, with Phase I PTO removed and PV Watts inside the PCA Phase 1 calculator. The order is identical in all six places it's defined, and a project walked through all 19 stage conditions gives the same trace in both repos. New backend pieces cover design-proposal, PV Watts and plan-set reading, the NREL calculator, the PCA application PDF, the installation checklist, electrical contractors, an installer-address setting and the workflow-alerts engine with an Alerts page. The frontend gets the JCPL, PECO, ACE and PSEG utility forms, the SREC and PJM GATS application forms, and a PCA Phase 2 tab. Regal's hardcoded company details now come from each company's profile, and appforsolar's per-company workflow settings are kept but can no longer reorder stages. Existing data needs migrate-project-workflow.js (a dry run first, then --execute) and npm install. Everything compiles and loads; I haven't tested in a browser or on real bills, invoices or the NREL service.
