APPFORSOLAR

Ported the project flow from Regal Solar into appforsolar_new_be and appforsolar_new_fe, following Regal's exact process. The backend has the new stage order (inspection → COI → PCA Phase 2 → Payment 3 → PTO → Payment 4, with Phase I PTO removed and PV Watts moved into the PCA Phase 1 calculator). It also drops the customer-acceptance requirement on the design proposal, verifies payments automatically, and records procurement completion dates and "days in status" timestamps. New endpoints cover design-proposal, PV Watts and plan-set reading, the NREL calculator, the PCA application PDF, the installation checklist, electrical contractors and a per-company installer address. It also includes the twice-daily workflow-alerts engine, with a matching Alerts page. The frontend gets Regal's stage screens and the JCPL, PECO, ACE and PSEG utility forms, plus the SREC and PJM GATS application forms and a PCA Phase 2 tab. I kept appforsolar's per-company configurable workflow and tenant branding. Regal's hardcoded company details on the utility forms now come from each company's profile. I fixed the date picker so date-only fields no longer land a day early. Existing data needs migrate-project-workflow.js (dry run by default) and a new npm install for canvas, pdfjs-dist, mupdf and lottie-react. The frontend type-checks and builds, and the backend loads. It hasn't been tested in a browser or against real bills, plan sets or the NREL service, and nothing is committed.
