Refined how uploading PVWatts and PTO documents affects stage status, so re-uploading a document no longer incorrectly downgrades a stage that was already completed back to "in-progress". Also fixed the Site Assessment roof type field so a legacy "other" value from the customer record is no longer auto-filled as a default, forcing a fresh selection instead. Minor related adjustments were made to admin-only edit permissions on the permits stages during the day's iteration.
